to transmit to you herewith, for such action as Mr. Secretary Bonar Law may consider desirable, copy of a despatch received from His Majesty's Consul-General at Canton.
I am to add that in view of the fact
that nothing is known in this Department to the detriment either of Messrs. Morimura Bros. of New York or of Louis Greenwald, Sir E. Grey would not object to the shipment in question being allowed to go forward from Hong Kong, provided that an official certificate from the Japanese Consul-General is produced in accordance with Mr. Jamieson's suggestion.
